on the results of the General Assembly of MHC
The General Assembly (GA) of MHC took place on June 30th, 2006, within the headquarters of the MHC.
According to the Agenda of the GA, the beginning of it should had been started at 9.30 AM, still already at 8.45 the majority of the MHC members were present at the GA, therefore the interest for it was very strong. The meeting was held in contradictory discussions, sometimes even with very aggressive attitude of some participants. The GA was adjourned at 7.45 PM.
Present at the GA were 27 members of those 32, and 5 guests invited.
The GA was leaded by the member of the Executive Council, the director of the high-school „Lucian Blaga” from Tiraspol city, Mr. Ion Iovcev, whose mission was successful accomplished, taking into consideration the difficult moments within the GA.
The GA approved the Report of the Executive Council and the Financial Report for the period 2004 – 2005, same as the extraordinary situation of the MHC within the last 7 months (slanderery statements of certain persons, denial of donors and partners for collaboration with MHC, whereas MHC was forced to close one of the most specific activities of it - Legal Aid Clinic).
Even though there were made 9 audit controls within two years, all of its, except one[1], confirmed the credibility of financial reports of MHC. Therefore the GA elaborated several recommendations in order to improve the management of MHC, to improve the transparency and to convince the society and the donors that the finances are correctly and efficiently administrated. The most important recommendations are the following:
1. Statute and structure modification of MHC. There was introduced new functions: of Executive Director, who previously was called Vice-chair of MHC; same as of Financial Director function. Both of the functions will be subordinated to the new Council of Administration, which previously was called Executive Council, and both will be publicly announced.

Moreover, there was elected President of the Council of Administration, who is and President of MHC, according to the new Statute of MHC. Accordingly, 5 votes were for, 1 against and 1 withhold, for Mr. Stefan Uritu.

[1] The audit control made by the company “Ernst & Young”, from 6 to 9 of December 2005, which includes serious fact errors, and which leaded to slanderery
statements towards MHC and the chane reaction of the donors and partners of MHC.
[2] The first number shows how many people voted for „the quality of member of Council of Administration”, the second sumber - for „the quality of alternative member of Council of Administration”, for example 14+5 - mean that for the person X, 14 votes given for the quality of member of the Council of Administration, and 5 for the alternative member quality, therefore 25(total number of participants) – (14+5) = 6 (votes who didn't want this person as member of Council of Administration).
